DEESME: Developing National Schemes for Energy Efficiency in SMEs

PROJECT OVERVIEW:

Guiding Small and Medium Enterprises (SMEs) and national authorities (NA) through the energy transition by taking profit of multiple benefits and energy management approaches.

PROJECT OBJECTIVES:

• Enable companies, especially SMEs, to engage in the energy transition by taking profit of multiple benefits from energy management and energy audit approaches:
• Provide national authorities with guidelines and recommendations to strengthen their national schemes and policies:
• Enhance the adoption of the DEESME approach by National Authorities (NA) beyond the project timeline through the implementation of institutionalisation activities.

PROJECT ACTIVITIES:

1. DEESME will identify and share good practices from national schemes, EU projects and other initiatives with national authorities and support them in developing more effective schemes dealing with energy audits and energy management systems.
2. DEESME will assist SMEs to develop and test the technical DEESME solutions by organizing information and training initiatives, realising energy audits and implementing energy management systems starting from international standard and adding the multiple benefits energy efficiency approach. 
3. The DEESME approach will build on the best policies and practices developed with respect to the EED article 8 to promote energy audits and EMS.

METHODOLOGY AND APPROACH:

DEESME is split into four implementation packages of work focused on the involvement of the two target groups:

1. Companies (WP3 and WP4) and
2. National Authorities (WP2 and WP5).

DEESME foresees the involvement of:

• 500 companies (of which at least 400 SMEs) in energy management trainings – 100 per country,
• 50 key actors (trade association and similar aggregators) contributing to exchange of best practices,
• 50 companies undergoing an energy audit,
• 25 companies guided through the implementation of an Energy Management System,
• 10 Member States and their implementation agencies in policy scheme development, out of which 5 will be supported to adopt policy solutions,
• 2500 companies in a communication campaign.

What can policymakers expect from DEESME?

DEESME will address, support and work with National Authorities and energy agencies that implement and regulate the national schemes. They will originate from 10 project countries and will be involved in DEESME to share solutions, results, feedback (with many events organised) and to translate all these output into guidelines or regulations addressed to companies. 10 adapted national guidance documents for implementation in the targeted NA will be produced, as well as policy proposals and a repository of the national implementation schemes for energy audits and energy management systems.

The authorities of all 28 EU countries and associated countries will also be involved in dissemination activities, be able to strengthen their capacities and learn from others.
